ARERA RESOLUTION 385/2025: PHOTOVOLTAIC AND CCI ADAPTATION

REGULATORY UPDATE: CCI requirement for photovoltaic systems ≥100 kW on MV

With ARERA Resolution 385/2025/R/EEL, published on 5 August 2025, a new obligation comes into force affecting all photovoltaic systems with nominal power ≥100 kW connected to Medium Voltage (MV), whether existing or new.

What does it involve?

The standard requires the installation of the Central System Controller (CSC), compliant with CEI Standard 0-16, with PF2 functionality active. This device allows active power limitation under external Distributor (DSO) control, contributing to the stability and security of the National Electricity System (NES).

Systems affected?
  • Existing systems ≥100 kW to be connected to MV
  • New systems ≥100 kW to be connected to MV
  • Systems >1 MW already equipped with CCI but without PF2 functionality

500 kW – 1 MW 28 febbraio 2027
100 – 500 kW 31 marzo 2027

Caution: Failure to comply will result in suspension of GSE incentives, non-recognition of energy and possible disconnection from the grid.

Economic contributions

ARERA has provided for decreasing flat-rate contributions to encourage compliance:
  • Up to € 10,000 for systems between 500 kW and 1 MW (by 28/02/2026)
  • Up to € 7,500 for systems between 100 and 500 kW (by 31/03/2026)
